7 Government Housing Schemes All First-time buyers must know about

We’re quite sure that most of us are aware of the Malaysian Homeownership Campaign (HOC) has seen commitments from the government to provide 100,000 units of homes for Malaysians by the end of 2019. These efforts are aimed at increasing the current homeownership rate which stands at only 43%.

As if that isn’t enough, this issue is made worse due to the issue of property overhang that Malaysian developers and banks are grappling with. As of November, this number is at its highest in the past decade, owing to the multitudes of highly-priced homes that Malaysians simply cannot afford.

While the following schemes won’t solve these issues on their own, we strongly believe that this will help a significant amount of Malaysians attain their long term homeownership goals. If you’re still considering financing options for your first home purchase, we highly recommend you know what schemes apply to you and your housing situation. 

  1. PR1MA

Target buyers: 

PR1MA homes are built within communities with a nice variety of types and sizes. This scheme enables middle and low-income groups to purchase a home valued between RM100,000 to RM400,000 located in Malaysia.

Types of properties offered:

  • 1 ½ storey terrace
  • Apartment
  • Bungalow
  • Clustered town
  • 2-storey terrace
  • Semi-D
  • 1-storey terrace

Application Requirements:

  • Malaysian citizen.
  • Above 21 years old.
  • For both the single and married.
  • Household income (single or joint borrowers) between RM2,500 to RM15,000 a month.
  • PR1MA properties can be bought as first or second properties only.

  1. Rumah Mampu Milik Wilayah Persekutuan, RUMAWIP

Target buyers: 

This scheme aims to provide affordable homes for middle and low-income Malaysians who stay and work in the Federal Territories (Kuala Lumpur, Putrajaya, and Labuan).witth a price range below RM300,000.

Types of properties offered: 

Studio apartments and stratified homes (2-3 rooms)

Application Requirements:

  • Malaysian citizen
  • Aged 21 years old and above
  • Work or stay in Wilayah Persekutuan
  • Household income of no more than RM10,000 a month (Single borrowers) and no more than RM15,000 a month (Joint borrowers)

To apply, you can visit the RUMAWIP portal at https://rumawip.kwp.gov.my/ or https://residensiwilayah.kwp.gov.my/ to register an account and view the available hosuing projects.

  1. Perumahan Awam DBKL

Target buyers: Married couples from Low-income groups residing or working in Kuala Lumpur can rent a low-cost home, provided they don’t already own a home (within 35 km from the city centre). 

Types of properties offered:

  • PPR MTEN (public housing units): Studio units (1-3 rooms)
  • Medium low-cost houses (available in Gombak 2, Kuang/Kenari, Seri Pangkor, and Seri Tioman 1)

Application Requirements:

  • Malaysian Citizens
  • Married
  • Work or stay in the Federal Territories
  • For low-cost homes: Household income of no more than RM3,000 a month
  • For medium low-cost homes: Household income of no more than RM4,000 a month

Where to Apply:

To apply, applicants can download the form on their website at http://eperumahan.dbkl.gov.my/index.php/syarat-permohonan-kadar-sewa or retrieve the physical forms at their service counter. Upon application, you can also follow up on the status of your application by calling their customer service hotline at 03-2617 6158.

  1. Skim Rumah Selangorku (IPR 15)

Target buyers: 

Middle-income groups in Selangor can own a home valued at no more than RM250,000. Single borrowers can also apply.

Types of properties offered:

  • Type A: 700 sq ft
  • Type B: 750-799 sq ft
  • Type C: 800-899 sq ft, 900-999 sq ft, and 18×60 sq ft
  • Type D: 1000 sq ft and 20×60 sq ft

Application Requirements:

  • Malaysian Citizen
  • 18 years old and above
  • Type A homes: Household income of no more than RM3,000 a month
  • Type B – D homes: Household income of RM3,001 to RM10,000 a month

Then visit their website http://lphs.selangor.gov.my/index.php/mobile to view the details of the available housing and you may submit your application  at http://ehartanah.lphs.gov.my/lphs/index.php?opt=others_faq to indicate which type of housing (Type A or Type D, and etc.) you are interested in purchasing.

  1. Skim Perumahan Mampu Milik Pulau Pinang (PMM)

Target buyers: Middle and low-income groups born or residing and working in Penang and are a registered voter in Penang may purchase a home located in the island.

Types of properties offered: Type A, B, C1, C2, and C3

  • Type A homes: max. price RM42,000
  • Type B homes: max. price RM72,500
  • Type C1 homes: max. price RM150,000
  • Type C2 homes: max. price RM200,000
  • Type C3 homes: max. price RM300,000

Application requirements:

  • Malaysian Citizen
  • 21 years old
  • Registered voter in the state of Pulau Pinang
  • Type A homes: Household income of no more than RM2,500
  • Type B homes: Household income of no more than RM3,500
  • Type C1 homes: Household income of no more than RM6,000
  • Type C2 homes: Household income of no more than RM8,000
  • Type C3 homes: Household income of no more than RM10,000

  1. My First Home Scheme (MFHS) Skim Rumah Pertamaku (SRP)

Target buyers: 

This scheme was first announced in the 2011 Budget by the Government of Malaysia to assist first-time buyers to acquire up to 100% financing without having to pay a 10% deposit.

Yes, you read that correctly. This initiative is in line with the Government’s aspirations of increasing home ownership and supported by Cagamas SRP Berhad (“CSRP”) that will guarantee up to the first 20% on a ‘first-loss’ basis.

Types of properties offered: 

Residential properties located in Malaysia, valued between RM100,000 to RM500,000.

Application Requirements:

  • Must be a Malaysian citizen
  • First time house buyer
  • The applicants’ age limit is subject to the financing tenure: not exceeding 35 years, subject to applicant’s age not exceeding 70 years at the end of financing tenure
  • Salaried worker or self-employed individuals
  • Single or joint applicants
  • For property priced up to RM500,000 – not more than RM5,000 for single applicant or not more than RM10,000 for joint applicants (subject to maximum gross monthly household income of RM5,000 per applicant)
  • For property priced up to RM300,000 – not more than RM5,000 for single or joint applicants
  • No record of impaired financing for the past 12 months

  1. Skim Pinjaman Perumahan (SPP)

Target buyers:

This scheme is targeted towards low-income groups working in the private sector only. Buyers can receive financing of up to RM60,000 to reduce the burden of their purchase.

Types of properties offered:

Low-cost homes of 700-1000 sq ft, with at least three bedrooms and two bathrooms, a living room, and a kitchen. The construction of the house will be approved on the house plans and layout  endorsed and certified by JPN only. Applicants are not allowed to use their own plans and designs for the said application. 

Application Requirements:

  • Both spouses are Malaysian Citizens
  • 21 to 70 years old
  • Household income between RM1,000 to RM3,000 a month.
  • Not a government staff or retiree of government staff

  1. Skim Perumahan Mampu Milik Swasta (MyHome)

Target buyers:

This scheme is one of the government’s steps to encourage the private sector to build more affordable homes. The MyHome scheme offers incentives up to RM30,000 per unit that benefits both home buyers and private developers.

Types of properties offered:

  • MyHome 1: RM80,000 – RM150,000
  • MyHome 2: RM120,001 – RM300,000

Application Requirements:

  • Malaysian citizen 
  • 21 years old and above
  • Buying your first home
  • Application for one unit to each household member
  • The income of household members is less than RM10,000
